A white paper on NHS by the House of Commons
The House of Commons in a white paper presented this week has brought out the issue of “information revolution” for patients. The white paper has been titled ‘Equity and excellence: Liberating the NHS’.
The content of the paper talks about what the Conservative manifesto had been during the run up to the general elections. It now indicates specific steps that the Government plans to tackle to implement this so called ‘revolution’.
NHS providers would be subject to checks or rather the term coined is “meaningful, risk adjusted assessment of their performance against their peers”. The result thus obtained would be made public. The paper therefore specifies assessment of commissioners as well as quality audits being performed on the NHS.
There is also provision in the paper for patients to rate the NHS for the services they have rendered to the patient and the patients opinion about the service and those they have come into contact with working locum doctor jobs. This therefore helps the NHS program to get on to the stage where the policy of “no decisions about me without me” would finally come to force.
Implementation process of the scheme also needs to be addressed. This is expected to be done this autumn. How the data is to be collected, security of the data and migration of the data amongst the different schemes would need to be addressed as yet.
Information is all about data and its authenticity in every field of life. The paper therefore places on record about 28 recommendations. These recommendations once implemented and data collected using the yard sticks laid down by these recommendation it would make the information not only available but also reliable and insightful. The data thereafter would be given to an expert group for analyzing and preparing reports based on which funding of the various schemes would be taken up by the government of the day.
